The role
As a Technical Competence Manager, you’ll have a role that’s out of the ordinary. You’ll hold strategic accountability for technical competence across Fleet Engineering. This is a pivotal leadership role where your work directly supports safe, high‑quality delivery today while preparing the workforce for future submarine programmes and emerging technologies.
Day‑to‑day you’ll be required to:
- Leading the delivery of a competency‑based training and assurance framework, ensuring technical staff are trained, assessed and verified against defined standards
- Managing and developing the technical competence and training team across multiple engineering trades
- Analysing training needs and competence gaps through risk‑based reviews, job and task analysis
- Developing and assuring technical training plans, learning materials and competence records in line with regulatory and quality standards
- Engaging with senior leaders, auditors, suppliers and partners to support assurance activities and the transition to new technologies
This role is full time, 36 hours per week, based at HMNB Clyde Faslane site. Hybrid working patterns are available, though regular on‑site presence is expected, particularly during your first year.
Essential experience of the Technical Competence Manager
- Proven experience designing and leading competency‑based training and assurance frameworks in a safety‑critical engineering environment
- Experience managing technical training or competence teams across multi‑discipline workforces
- Strong capability in training needs analysis, job and task analysis, and risk‑based gap assessment
- Experience developing auditable competence management systems and technical training materials
- A track record of influencing senior stakeholders and working across functions to deliver sustainable training solutions
Qualifications for the Technical Competence Manager
- Recognised training delivery qualification and competence assessor and verifier qualifications
- ILM Level 5 (or equivalent) in leadership or management
- A relevant engineering or trade qualification, with experience in a regulated or safety‑critical environment
- Knowledge of quality, safety and regulatory standards (nuclear or equivalent highly regulated sectors advantageous)
Security Clearance
The successful candidate must be able to achieve and maintain Security Check (SC) security clearance for this role.
