Raise The Bar on Safety and Quality Across Projects of National Importance

The role
As a Construction Clerk of Works, you’ll have a role that’s out of the ordinary. You’ll deepen your site inspection expertise, collaborate with experienced delivery partners, and see the tangible impact of your decisions on programmes that matter to national security and the local community.


Day-to-day, you’ll provide independent, on site assurance that construction activities meet defined standards for quality, safety and compliance - helping deliver critical infrastructure that supports the Royal Navy’s submarine enterprise. It’s hands on, purposeful work in defence, aerospace and engineering, where your diligence safeguards people, assets and capability.

  • Monitor implementation of RAMS, site inductions and daily safe systems of work; review and acknowledge Construction Phase Plans and other procedural documents; and participate in progress reviews and site meetings.
  • Foster open, professional relationships with contractors to identify issues early and enable corrective actions that keep delivery on time and compliant with standards and legislation.
  • Support Level 2 quality assurance under the guidance of the Project Manager, checking workmanship against standards, drawings and Inspection Test Plans.
  • Record site observations, inspections and progress updates using approved digital platforms; maintain timely, accessible reports for project teams.
  • Ensure temporary works requirements are in place and suitably controlled by the Principal Contractor, acting as Client based Temporary Works Supervisor.


This role is full time, 35 hours per week and is based on site at Devonport Royal Dockyard.

Essential experience of the Construction Clerk of Works

  • Proven experience delivering site assurance and supervisory input on live construction projects, ideally in high risk or nuclear regulated environments.
  • Strong understanding of construction safety management - RAMS, temporary works, permits to work - and compliance with CDM 2015 Client and Principal Contractor duties.
  • Demonstrable ability to monitor quality against standards and technical specifications, including inspection and test planning.
  • Effective contractor oversight, interface management and escalation of non compliance; able to build professional relationships across delivery teams and stakeholders.
  • Awareness of the Building regulations and building safety act.


Qualifications for the Construction Clerk of Works

  • HNC (or equivalent) in a construction discipline.
  • ICE/CIOB/APM (chartered or working towards); IEMA or SEATS (Site Environmental Awareness Training Scheme) or equivalent; IPAF/PASMA; Temporary Works Coordinator - Desirable


Security Clearance
The successful candidate must be a sole UK national who is able to achieve and maintain Naval Nuclear Propulsion Information (NNPPI) security clearance for this role.
